I'm using hte 05/07 build and in several occasions nwamd doesn't seem to
populate the contents of my resolv.conf file.

Despite the fact that I don't have a cable connected, it keeps showing that the
wired i/f is UP and under DHCP control. So the only source of valid DHCP
information is the wired i/f. 

I believe that what seems to be happening is that it is using the wired
interfaces DHCP info - the wireless i/f definitely has the necessary DHCP
values in the local cache (DNSserv and DNSdmain).

This means that it always looks to applications that the network isn't really
available since it can't resolve any hostnames. 

The Automatic location is definitely online - but it doesn't seem to report any
debug messages anywhere that might validate what I'm thinking.
