Are you sure the User NCP is enabled? This operation works for me with a manual
NCU (once the User NCP is enabled). If the Automatic NCP is enabled, the iprb0
phys NCU is prioritized, so the action will fail with the above message.

No, that's the correct way to do it - I suspect the wrong NCP may be active
however.
