Nope, the priority-mode of NCUs in the same priority-group need not be
the same. Thus, in priority-group 1, there may be 2 NCUs that are
exclusive, 2 other that are shared, and finally 2 more in the all mode.
This priority-group of 1 is considered satisfied if each of the
priority-modes in it are satisfied.
