As part of a refresh of nwam, it would appear that a wifi scan is not done,
which means that the Wifi connection effectively sleeps until the next schedule
scan.
It seems to make sense that if nwam is refreshing the wifi connection (which in
my case isn't connected yet), then it should also look for available
networks...
