if an NCU is ipv4-only and static with a prefixlen specified, the
add_ip_address function is failing. The problem was an RTM_DELADDR from the
setting of the broadcast/prefixlen was making nwamd think the NCU had lost all
its addresses. We were erroneously going to offline/conditions not met, should
have reinited to reapply addresses in this case.
