Right now, in order to change which NCP is active, you must use nwamadm, and
the NWAM service must actually be running.  This imposes the further
restriction that you must wait a sufficiently long enough time for nwamd to be
up and running before you run nwamadm, which usually means sleeping a few
seconds and hoping that was enough.  It would be a lot more reliable,
especially for testing, if we could switch to/from the User NCP using nwamcfg
prior to starting the nwam service.  This way, there is less timing guesswork
and we don't have to deal with any unexpected consequence of bringing up the
Automatic NCP briefly when we really wanted the User NCP.

Outside of testing, I think this would be very useful for setting up exclusive
zones with customized NWAM configurations, as well as for configuration during
jumpstart installations.
