There are two issues here:
1) NWAM isn't sending an event to tell the GUI that a new location was added,
which has been fixed in bug#9679.
and
2) The GUI isn't actually handling this event (even if it did occur). This is
will be addressed in the bug#9766.
I'm closing this as a duplicate of the latter.
