Logged in to C locale.
The balloon popup for wireless "requires authentication", shows garbage
characters for network name. see attached Garbage-wireless-message.png
Similarly, right clicking nwam icon, most of the content for network names is
garbage. see attached Garbage-wireless-menu.png
