at present, it is possible to rename a physical IP/link NCU via libnwam by
calling nwam_ncu_set_name()/commit(). However, we need to tie such renames into
a policy that makes sense for the various rename scenarios, and to ensure that
nwamd catches vanity renames and does the right thing.
