we had said for loc, only activation-mode="manual", can user enable it with
nwamadm command.
however:
# nwamadm enable -p loc Automatic
Enabling loc 'Automatic'
ash-3.2# echo $?
0
bash-3.2#
since for Automatic loc, activation-mode="system", user should not enable it
manually.
