Again this is not specific to Phase 1 I believe. RE-assigning to the correct
category.
I also feel it may be a timing issue, could you please try running the script
/usr/bin/network-admin in a terminal and getting it's output.
Maybe also run it with debug enabled:
/bin/ksh -x /usr/bin/network-admin > /tmp/log 2>&1
