Yes, it's not reasonable.  That was just a hack to get things working.  
There's code in the gate (but not in the build/bfu archives) that check 
the activation-mode and bring up/plumb selected interfaces.

Yep, there's a list of updates to the spec that needs to happen.  Also, 
the nwamadm cli has changed a bit which will be updated.  The format for 
the output of list may change as well.
