When switching NCPs, the priority group of NCUs should be reset (similar to
when nwamd is refreshed).
Also, if the active priority group changes after the NCUs are checked, the NCUs
in the old priority group must be disabled. Currently, NCUs are disabled only
if the priority group increases.
