New auxillary state, NWAM_AUX_STATE_IF_DHCP_TIMED_OUT added to the interface
state machine.
If the dhcp_wait_time SMF property in phase 0/0.5 has been modified, it will
not be removed when the new manifest is imported. In such situation, the value
is transferred to the new ncu_wait_time SMF property.
