When nwamd starts and is refreshed, the active priority-group is (re)set to 0. 
This causes a problem when NCUs exist in priority-group 0 (Automatic NCP).  The
NCUs in this priority-group are ignored because nwamd thinks that the 0 group
has already been activated when, in fact, they haven't been activated yet.

Workaround:
Increment priority-groups by 1 so that there are no priority-groups with 0.
(User NCP can be modified using nwamcfg, Automatic NCP can be modified by
editing /etc/nwam/ncp-Automatic.conf).

Fix:
Have the active priority-group start at -1 and reset to -1 when nwamd is
refreshed.  Then, the daemon can find group 0 while searching for the next
valid priority-group.
