I've run across this issue too.

The cause is that when the wireless link goes down a timed object state event
is enqueued so that the state machine for the wireless NCU can be restarted. 
This timed event causes the wireless link to reconnect afterwards (even though
the wired link in higher priority-group is already active).

The fix here, I think, is to have a event queue cleaner that removes events for
a certain object and/or a certain type when required.  In the case above, when
an NCU is deactivated because its priority-group is disabled.
