If DHCP is already running on an interface, dhcp_ipc_make_request() returns
DHCP_IPC_E_RUNNING. In such situations, retrieve the address, flags and index
of the interface (using libinetcfg) and then generate an IF_STATE event when
the address is non-zero. This is similar to the IF_STATE event generated when
an RTM_NEWADDR routing socket message is received.
