The refresh() function should not run nwamd_fini_ncus(). refresh() should only
re-read the daemon properties and the configuration files. Then, check if the
currently active priority-group is satisfied or not. If the currently active
priority-group includes a wireless link, it should also trigger a wireless
rescan (bug 9043).
