at present, nwamd relies on DL_NOTE_LINK_UP/DOWN events to determine if wired
links should move online/offline. We need to handle wired drivers that don?t
support DL_NOTE_LINK_UP/DOWN. The simplest approach is probably to get link
state via kstat on init, if it is UNKNOWN, we assume the link is up and move
online. Our IP NCU timeout will ensure we move on from such links if they
don?t receive a DHCP response.
