This has two elements, but all in the same area, and I'm logging the bug to
track:
1) If there are no wireless NICs enabled, then we shouldn't allow the user to
cause a scan and/or join a networks.
2) If there is no wireless NIC enabled, then the menu should contain the
text "No wireless connections enabled" where the scanned networks would
be.
