Active locations and ENMs can be modified without having to disable them
(unlike the active NCP). When these profiles are committed, a REFRESH event is
sent to nwamd which causes the objects to be re-read. In addition to
re-reading the object on REFRESH, if the object is active, nwamd should
re-activate them so that the new configuration is applied.
