When links are refreshed, their config can pontentially change drastically -
from prioritized to manual, or from enabled to disabled etc. We need to ensure
we transition the state we need to (wifi connect status, scan data etc), while
ensuring changes that are made to persistent config are reflected in the new
ncu.
