I think this might not be an nwam issue.  The 'svcadm disable' command is not
synchronous;
the command will return before the action is complete.  So it's quite possible
that the nwam
service was still in the online* state at the time the enable of
network/physical:default was
executed.

Please try the following:

# svcadm disable -s nwam; svcadm enable network/physical default

The -s option says to make the command synchronous; it will not return until
the service
is either offline, or in maintenance.  If this is successful, I think this is
not an nwam issue,
but just an artifact of the way smf works.
