Initially the tooltip *is* there. What's happening is that if you happen to
right-click on the icon, to bring up the pop-up menu, while the tooltip is
visible, this results in the tooltip widget being "destroyed", which in turn
means that when you look for the tooltip again later, then it's not going to
show since it's been "destroyed".
This has been fixed upstream in GTK+ in the bug:
