On login as testuser, right click on NWAM icon
select Location.
note there are 3 default locations shown.
-Automatic (selected)
-NoNet
-Legacy
select NoNet. balloon popup indicates switched to location NoNet.
right click on NWAM icon, select location.
The menu now displays
