I haven't narrowed down the exact reason yet, but there's something broken in
how IPv6 is plumbed or unplumbed by libinetcfg, and this causes unplumb of IPv6
interfaces to fail, specifically at the IP_PUNLINK point:

Unplumb fails either with libinetcfg or ifconfig, so it makes me think that the
unplumb fails as a consequence of how we set things up with icfg_plumb().
The consequences are a lot of leftover IPv6 interfaces.
