gnome2.26 snv_117 installed on U20.
BFU to 2009-06-25, nwam ui packages 2009-06-16
system is configured with nge0, hme0, hme1, hme2, hme3, hme4

1. from terminal launch nwam-manager-properties dialog
2. system is configured with all i/f's with activation-mode=prioritized.
3. all i/f's are listed in group "Then enable one ore more of these
connections"
4. select e.g. hme0, select new group
- a new group "else enable exactly one of these connections" is added
containing hme0
5. select hme1 and hme3 (use ctrl key to select second i/f)
so that both interfaces are simultaneously selected.

expected result:-
the  up / down  buttons should remain enabled, so that user can move the i/f's
into other groups.

actual result:-
the up / down buttons are greyed out.

Note that the new group button is still enabled, selecting new group with both
i/f's selected creates a new group containing both i/f's
