That's true.  NCUs from the active NCP cannot be destroyed.  Even if the 
NCU is disabled, it won't destroy.  I'm trying to remember the reason 
for this, but can't.

Nope, one can still add NCUs to the User NCP even when it is active.

* Active objects can be changed - true for all
* active objects cannot be destroyed - for NCUs, active means the parent 
NCP is active.
* For NCPs, new NCUs can be added, but none can be destroyed.
