This is a serious issue.
If the active and inactive NCPs both contained the NCU with the same name, then
destroying the NCU of the inactive NCP (allowed by our API) caused nwamd to
remove that NCU from its representation of the active NCP (disallowed by our
API). It didn't matter if the NCU was active or not.
