I think you're right.  :-(

But I also think this is a more general problem in the code; I'm not sure
we always get lower priority NCUs down after a higher priority one comes
up.  I talked about this with Michael, as he's working on a similar issue
in 10456; we think a solution for that bug could be generalized to address
this case as well.  So this problem will be taken care of with the fix for
that bug.
