1. launch nwam-manager-properties -n
in VPN applications dialog
- configure e.g. vpn2 - - manage VPN using an SMF service - e.g.
svc:/network/login:rlogin
- select Start/Stop 'vpn2' according to rules
- select edit rules.
2. In edit rules dialog select 
e.g. Active connections - include - wired bge1
select ok, select ok.
3. connect interface bge1
vpn2 correctly starts and rlogin service is started

testcase:-
right click on nwam icon

-actual result 'stop unamed VPN' is enabled.
selecting this (as expected) does not stop the rlogin service as applications
started by rules cannot be manually started or stopped ( see 10335)


- expected result
'stop unnamed VPN'  should be greyed out

similarly for unnamed VPN, when stopped, the right click menu on the ocin shuld
not offer user option to start unnamed VPN
