Steps to reproduce:
1. Press <Alt+Ctrl+Tab> to switch focus to bottom/top panel.
2. Press <Tab> to move focus onto nwam icon.
3. Press <Ctrl+F1> to call up tooltips of nwam.
Expected result:
The tooltips should be raised after step 3.
Actual result:
It fails to raise the tooltips, that will make the tooltip not visible to orca
users.
