Steps to reproduce:
1. Open the Network preferences window.
2. Select one of available network device from combobox "Show", say "Wired".
3. Press <Tab> to navigate focus from this combobox to the IP Address tab.
4. Keep tabbing the focus.
Bug observations:
The text label of IP Address is not focusable, this will make it inaccessible
to orca screen reader.
