If no NCUs are online, the NoNet location is activated and conditions are not
checked. The logic should be changed so that conditions are checked first. If
no conditions are satisfied, then the online NCUs should be counted. If no
NCUs are online, then the NoNet location is activated. If at least one NCU is
online, then the Automatic location is activated.
