The test environment is snv_121+JDS_Verm_122. x86 can reproduce this bug.

reproduce steps:
1. Right click the NWAM notification front panel icon. A menu should appear
showing list of wireless access points.
2. Select a secure network to connect.

expected result: The dialog box pop up and request a WEP key.

actual result: Nothing response.
