Looking at the log on John's test machine, I see a couple suspicious things
happening.

First, the static v6 address does appear to be set; a NEWADDR is received, and
things look peachy.  But then for some reason both v4 and v6 interfaces are
torn down.  I think this is a problem with the ordering of events--by the time
we see the link actually set to ONLINE, the interface is already on its way up,
but the link online event sends the interface back to offline*, which restarts
the address assignment process.

In any case, things *should* ultimately come up okay, despite this hiccup.  But
the problem is that when the interface was unplumbed, the static address's
configured flag (in nwamd's internal structure) was not cleared; so when the
interface is re-plumbed, it walks the address list, and doesn't bother
re-assigning the static address, as it is marked 'configured'.

I'm currently working on a fix for the latter issue; once I get that working, I
might try to investigate the former, though that will be lower priority, as I
think things do ultimate work out even with that blip.
