nwamd debug output for the test case in the bug description
I first saw this problem with the 8-31 build, and it is continuing with
nwam1-build:2009-09-02.
The problem is that if you set up an ipv4 only NCU with a static address only,
it will sometimes (more than 50% of the time with todays build), end up in
uninitialized state. Other times, it may work normally. Here's some example
