When a wlan key is set (using nwam_wlan_set_key()) for a wlan that we're
currently not connected to, nwamd triggers a connection to that wifi network.
nwamd should not connect trigger connection unless it is waiting for a key.
nwam_wlan_set_key() is used when users are editing their favorite known wlan
and setting a key.
