As discussed in 11103, the current rules for determining when an ip ncu is
'online' are:
- If both v4 and v6 are configured or only v4 is configured, the NCU
is online when at least one v4 address is assigned.
- If only v6 is configured, then the NCU is online when at least one
v6 address other than the link-local address is assigned.
We believe this best matches the broadest set of user expectations. However,
it's quite possible some users may want different rules; for some, one address,
be it v4 or v6, is fine; for others, the v6 link local address may be exactly
what they want. nwam needs to provide a mechanism for users to specify this
policy.
