Using a system with an e1000g (wired) and iwk (device), with the latest bits
I've noticed that when e1000g0 isn't plugged in, we get an initial link state
down event, but it's ignored by nwamd since by the time it's received we've
moved to the next priority group. As a consequence, e1000g0 gets stuck in the
offline*/reinitialized state while iwk0 configures itself. We then end up with
iwk0 online and e1000g0 offline* but doing nothing. The fix is not to ignore
link state down events for any priority group.
