actually, turns out the issue is that when we offline the link NCU, we try and
progopate the event to IP, which is also being removed. The solution is to not
propogate the event to an IP NCU which has aux state uninitialized, since it's
being removed, and to destroy the IP NCU first, so it goes into uninitialized
before the link does.
