The refresh is needed so that the new SMF property is read into the running
snapshot. After the refresh, we disable ipfilter. So, rather than refreshing
and disabling ipfilter, the current solution will be to disable and then
refresh ipfilter.
The bigger question is why refresh of ipfilter is wedged.
I tried to reproduce the same sequence of commands in the command line, but did
not run into the issue.
