I noticed that every once in a while the Automatic location is not activated.
The NoNet location stays active. Checking the nwamd debug logs, I noticed that
when this happens, periodic events don't occurs. No SIGALRM is generated, so
the TIMED_CHECK_CONDITIONS and PERIODIC_SCAN events are never run.
