It can apply to to either - in theory a DHCP server might not supply a default
route (in practice they tend to). So if it's set, it'll be applied, with the
execption I describe below.

The only restriction is that a v4 route won't be set if IPv4 is not being
configured (i.e. ip-version doesn't specify ipv4), ditto for IPv6. So in other
words the v4 default route field would need to be grayed out for a v6-only NCU,
and vice versa.

In terms of when in the configuration process a route is applied, it will be
applied when the NCU goes online (i.e. when 1+ address is configured).
