It would be worthwhile performing some filtering / smoothing on the events that
occur in NWAM to avoid unnecessary noise in the notifications being sent to the
user.
Specifically if there are a sequence of up/down events occuring while NWAM
tries to find a network, then we should try compress them / eliminate them
until something more important occurs.
