I believe that this one has been fixed in RC4 (respin), where the NCU, if it's
manually enabled will always call enable/disable as appropriately, it used to
first check the current state, which could cause it to not be changed if the
NCU was for example currently active (due to it being in a priority group) and
changed to manual.
