As discussed in the meeting, I have updated the bug comments and the 
fix.  nwamd does not add BSSID to known WLAN unless it is explicitly 
told to connect to a specific ESSID+BSSID.  When finding the best WLAN 
to connect to, the BSSID is not saved unless wireless_strict_bssid is set.
