Turns out that default router addresses included in /etc/defaultrouter *will*
get applied on a system (on initial boot) that only uses dhcp for dhcpinform
transactions once a dhcpagent issue is fixed; see bugster CR 6889240. That fix
went into build 126, and has been verified to help in my upgrade scenario.
I think Alan's suggested approach in comment #2 is headed in the right
direction; but this is a bigger project that we're not going to throw in to
phase 1 at the last minute. Given that, and the better upgrade behavior
courtesy of the fix for 6889240, I'm lowering the priority of this bug.
