at present, we hold a DLPI handle open for each link present on the system and
use it to get link state notifications. This is enough for "cfgadm
-cdisconnect" or "cfgadm -cunconfigure" to fail due to the device being busy.
We need to ensure that such requests trigger nwamd to stop listening so the DR
event can proceed when NWAM is running.
