The current behavior actually is as intended; this is a side effect of allowing
users to enable any location at any time, regardless of activation mode
(effectively overriding nwamd's automatic location selection). Thus you must
also be able to disable any location that has been manually activated, as nwamd
cannot go back to doing automatic selection until the user has "turned off" the
override.
This is not the case with ENMs; thus the seemingly inconsistent behavior.
Closing this out as not a bug.
